Try going to your pitching line up screen. Look in the lower left corner. There should be a series of options under the overall heading "Rotation Settings".
The top choice is titled "Rotation Size" and there are a series of pre-populated choices you can choose from, including 3-Man Rotation. Set the choice the the size rotation you want. It looks as if this can be set individually for each team in your system.
