This was something that was added in early OOTP versions. From what I understand, it was something far too tedious.
Also, you must understand your role. You're the GM. You hire a scouting director. The SD will take care of all the bird dog scouts. Ultimately, you hire a SD to get you scouting reports, which is what's happening. As a GM, it's not your job to suck the egg too.
