I like your idea so i'm doing some test runs with the CanAm League based in Toronto with Teams from Toronto, Niagara Falls, Rochester and Syracuse. This has been a tough task so far.

I played the 2016 season of the mlb and then added the 4 team league in the offseason after the winter meetings. First problem is that I can't use Advanced mode for some reason so I can't stop the game from filling the rosters with fictional players. I had to delete them all by hand. I also set a $55,000 team cap but Syracuse managed to rack up a $12,000,000 player payroll. I think its because I didnt change the "typical salary" figures but I figured it shouldn't matter if there is a salary cap.

Back to the drawing board!
