Well, what you could do in theory (in sandbox mode and with commissioner mode enabled) is switch teams by going to available jobs in manager tab and right click "take over team".
It's something I intend on doing in the playoffs if my team doesn't make it and I like to play/watch another team. You can always switch back to your team next season (or go from team to team if you wished to). I agree it's a bit of workaround, would be better to have an option to play/watch any game if you're in commissioner mode. OOTP has the "Act as" option.
