go to team strategy page... how much is red and yellow? that indicates what the manager will control themselves. if that contradicts what you are experiencing, then do the other suggestions. make sure it's broken first before expending time on it.
global settings -> legacy mode check box - defintely a spot to look.
manager office -> control settings and the last tab in that section, too - the page with the checkbox for "do not disturb" and message settings.
team settings - w/ Commisoner mode on - there's a checkbox labeld "Prevent AI from making roster changes" you want that unchecked, from what i can tell. this setting has many side effects as compared to "legacy gm" mode. if you do pick between the too at a later time, use legacy mode.
