What are your general rules when setting your pre-season budgets.

I run a small market club and as of this season gone
10-10-37-37

Is that too much? Should I put more money into Minor leagues and less in International? What's your cap?

Also should I hover near the baseline for development? Where is the dropoff point in those budgets?
