Yup! I ended up duplicating my efforts this time around to test and made sure it worked (which is why the team previews came early), but basically here's where things stand in terms of files:
1) The USABL file is currently sitting on pause on the first day of the off-season. It's September 23, 2007 there and will stay that way until the Gold Cup ends so it's almost like that side of the world is frozen in time.
2) On 9/23/07, I created a quick-start file that I started to create the Gold Cup World. This gave me the most updated ratings, statistics, and injuries. Then, I started to manipulate things.
First I cleared all rosters and took control of all teams so the AI couldn't make any signings. Then, I deleted all 7 teams and created the 3 National Teams. I changed the season start date to October 1 and made a 4 game schedule (which I manually created, easy enough with 3 teams) that would run for 6 total days. I turned off trading, the draft, created players, and the full financial system. I then (again) manually imported all rosters, logos, jerseys etc., and made everyone's home park the NY Stadium since they won the '06 USABL Title.
I think that's everything, but what that left me was a 15 day season+playoffs format that runs from 10/1-10/15. All the stats I will be moving to either a website or a Google Sheet so that I can keep track. After the Gold Cup, I'll essentially going "back in time" to 9/23/07 on the USABL save and run the off-season as usual. The stats won't be imported in, which is a limitation, but one I can live with.
