No - I don't believe it has anything to do with the Rule V process. These teams do have minor league affiliates. I started my historical league in 1969; and have seen several players drafted, sign a minor league contract - play one season for the team that drafted them and without being traded or waived - they sign with another team the next year; they are not released either. Last one I noticed was Ron Guidry - drafted 1971 round 1, #7 overall by the Cincinnati Reds; one year later he is a free agent. This is not right!

Because if it is, it might be related to that Rule 5 bug that Markus said they'd be trying to fix in the next couple of weeks, where teams with no minor league affiliates were being forced to expose all their players in the Rule 5 draft.
