I think what you are saying is it would be handy to have another setting, maybe just below the team/league restriction pulldowns, that says "exclude players from:" with boxes you can check (like those in the default/draft/intl FA pulldowns).
I don't think there's a good way to do that. I suppose you could make a separate international league that doesn't have any American players in draft/default/international FA, then set the American league to not allow free agents to leave? But that would have to be unaffiliated or the major league teams would send US players there too.
