So. I just downgraded to 14.04, and the game runs flawlessly. I noticed that CIV:BE doesn't run on 16.04, either.
This does appear to be a problem either with OOTP or the Ubuntu devs.
I do hope that the OOTP devs try to debug and fix this problem; I'd much rather run 16.04.
