You have to create a "custom" league.
I first tried to use the "historical minors" to create the SA, but found out that the OOTPB couldn't be played the way I wanted to play it... just play the Southern Association as just one league with no MLB, nor other minor leagues.
When I set up a "historical minors" and created the Southern Association, the rosters for 1947 were not very accurate... which was a huge disappointment for me... the new feature "historical minors" needs a whole lot of work according to Spritze, the main man on creating this feature.
After many, many threads and posts on the OOTP17 Discussions Forum, I found out that my way of setting up a league couldn't be done.
As a work around, I created a custom league... just the Southern Association by itself and just use the Reserve Rosters for my extra players.
I created all of the players in my Southern Association using the "Player Editor" to set their ratings... to get their ratings I use the Baseball-Reference database to get as much info I could on the players... it's pretty good, but lacking a lot of information... I had to make a lot of educated guesses.
I then spent several days at the library going through the microfilms of the Atlanta Constitution sports pages to get box scores of actual games for 1947, so I could complete the rosters and also come up with accurate lineups, batting orders and pitching rotations..
My rosters are not perfect, but they are pretty accurate.
I took me about two months to do this.
So far, it's working out well... I'll let you know at the end of the season, how accurate my rosters are and how well I created the players' ratings.
I set each player's stats and potential stats the same in order to get no development... also set the game settings to "no development".
Hopefully, I will end up with a fairly realistic replay of the 1947 season.
I don't allow the AI to be involved in rosters and lineups at all.
I didn't want OOTP17 to change my original ratings.
Good luck... I used to follow the Southeastern League as a kid in the newspapers... the league was covered with a short recap of each day's games, the league standings and sometimes included line scores of each game... I think I remember the Montgomery Rebels, Jackson Generals, Vicksburg Hillbillies and Pensacola Flyers being in that league.
