If you have Reserve-Clause Era checked, you will not see the option. Once you uncheck that, the "Minimum Service Years for Minor League FA" menu box appears, and you can select "No Minor League Free Agency" from that list. (Also, you need to be in Preseason to make changes, I believe.)
