Only the modifier of the controlling league matters because the expected rate of any given stat, in this case HR/PA in the controlling league produces the output.[/B] Some assumptions must be made though.

That player creation is the same for both leagues and;

the modifiers are realistic ie not randomly set or scrambled such that they are not actually modifying towards the rate given by the league totals.

If that is so then the modifiers will work the same either way; affecting the stat output of all players and all results based on which league controls stat output.

The modifiers sole purpose is to modify league wide stat output towards the rate given in the league totals ie LT/PA. Consider where both leagues have the same HR rate say 2.7%. League A has a HR mod of 0.5 and League B a HR mod of 1.5. All players from league A playing in a game controlled by LT from league B will see their expected output for HR modified by 1.5. Keep in mind that the HR rate in League B would be 1.8% without the 1.5 modifier so the net effect is nothing. The reverse is the same; players from league B would have their expected HR rate modified by 0.5 because the controlling league A would allow 5.4% HR without modification. Individual results would come about via ratings interaction in all cases.

In the case of league A at 2% HR and a 1.0 mod vs league B at 4%HR and mod 1.0 the result would be that league A players would typically double their HR output from 2% to 4% and the reverse would hold.

If controlling league B has 4% HR rate and a mod of 0.5 then league A players would have their expected HR output halved in order to maintain the expected 4% rate for that league.
