one thing that will also help is to make sure the 5/10 rule is enabled so that mlb'ers will reject being sent to minors. think it's on the same page, but your Major league selected to see the option. i don't remember this in '16 but i also didn't look. i no longer disable this rule, it helps alot. i thought it would enable clubs but it really just screw things up in the minors.
i wouldn't do ages below 28 for A-AAA. (check manual for development cut-off... that # instead of 28.)
e.g. a college player gets drafted that is 23... he doesn't develop so well but is stillr ated well... gets bumped into A or higher and can't compete and skills go to crap. So, at some age it will be very very unlikely to develop, use that age instead. 25 is probably close but safer at 26 probably for rookie and short a. i've seen a player go rookie-AAA in one year at a young age... using a restrictive age can cause you to lose that player if they are too old.
don't use roster limits, either. i find it mostly adheres to the roster options for # of relievers, position players etc... if you want them to have 28, for example, add a couple to relievers/hitters on that settings page.
