they aren't underperforming.. they are just a ~.500 team give or take a bit... i am a detroit fan so prefer to think they are a slightly over .500 team, but that's as far as my fanaticism goes.

good offense, no starting pitching... few prospects, but you can build up a hefty budget and should win in near perpetuity in this game with a budget that size or larger. not much skill needed to improve detroit.

OP question:

whichever has the smallest market size and then worst talent for veritable ties... as in a 2 market is no different than a 3, e.g. you will be extremely limited in how you can build the club, therefore probably a longer rebuild and less likely to come to fruition, too.
