It actually worked more this way in 16, and 17 it was slightly tweaked.
As it stands now, a power-focused hitting coach will tend to help everyone's power more, but he will also have a slightly better effect on power hitters overall. Doing it how we do it now though is nice how it has parallels with the coach specialty as well as the team needs specifiers, as well as reacts a bit better with the chemistry and relationships angles.
