Correct. The setting you're talking about determines how the AI values players. Think of it as how the AI GMs use information from their scouts, current stats, and stats from the two previous seasons to develop an opinion about a player. The higher a value you place on each of those things, the more heavily the AI will factor that into its opinion.
It doesn't have anything to do with how the players actually perform.
