Yes. Make sure your in Commish mode and follow the steps below.

1. Click the NCAAA dropdown and click League Settings.
2. On the League Settings page in the Middle column, click Clear all Rosters. This dumps all players to the free agent pool.
3. Once done, click Fill Teams with Fictional Players.
4. Now you probably want to delete the Real players in the free agent pool so you need to Click the NCAA lg. dropdown, click Players, and click Free Agents.
5. On this screen, click the little circle next to Pos on the column headings. That will select all players in the free agent pool.Make sure the little circles are all filled with a white dot.
6. Right click any player and click delete players.

These steps are optional, but if you don't do these, it can cause problems later on as even though the players are no longer available, they're still in the database even though you can't see them.
7. Since there's more than 10,000 players you just deleted, I highly suggest you click the Game tab and select Game Settings.
8. On this page click Database tab.
9. On the top right, click the Database Tools dropdown and select Purge deleted records from database.
10. On the purge popup...type in purge and click OK and let ootp do its thing.
11. When done purging, close ootp and restart and ootp will have a clean database and all teams should be filled with fictional players.
