I don't know if it's a hard rule, but the AI has never used one of my pitchers who is fatigued below 50 percent, even in an extra-inning game. My guess is it is not a hard rule, though. But I don't think that should stop us from having the option. There are a lot of things the user can do that the AI can't, some that benefit the user, some that benefit the AI.
