As a general rule, I do it so that highly-regarded draft picks and picks from college will be placed on a short-season A or Appy/Pioneer league team, and the high school players and roster fillers go onto the complex league team. The Dominican league is for Hispanic international FAs and international complex graduates. I believe this structure mirrors what teams do in real life.

If I have a super-duper-star draft pick out of college I might start him in my Midwest or Sally League team. Maybe. If he's got 5-star potential and was lights out in college. I mean, what's a guy like that going to learn in Billings?

(No actual offence intended to Billings. I'm sure it's a lovely place.)
