I came here to make a thread about this actually, although not about rookies.
In my current MLB Manager 2016 season,
Highest Movement Rating among SP: 85/100 (GB% 75) There are about 10-15 SP with a GB% above 60.
Lowest Movement Rating among SP: 22/100 (GB% 34)
Among starters in current baseball, Marcus Stroman has the
highest qualifed GB% at 61, while Jered Weaver has the lowest GB% at 29. League Average is 44%.
In my current game, starting pitchers with a movement rating of 30/100 have approximately a 44% GB rate, which is about the current MLB average, while the movement rating indicates it should be way lower.
I hope this gets fixed in future seasons so it's more aligned with the current batted ball rates, I'm not sure if anyone has posted about it before.
