This is pretty easy to do:
When you create the league, use custom create and don't turn on Coaches until after it's created. This way, the teams won't have any personnel when created and once you enable them after they will sign pers from the available pool.
Teams will have players when you create the league. What you can do is open each team, roster, mass select and "delete" players rather than "release" them. Your teams will then be empty and you can assign FA's as desired.
