Well, lets see... looking at the map it does make sense they should be in the "Beltway" division, however, the divisions were broken up (2 to 3) before I made the names up... Ellicott City ended up in the Mountain division, since they were the furthest west team of the remaining teams. Salisbury and Ellicott are the outliers, so when Salisbury didn't make the Coastal, it didn't make sense for them to go to the mountain and I felt EC made the most sense to move out. Plus it moved them away from the Cavaliers and Senators two teams that had bigger budgets and always seemed to beat them.
