Is it possible to have all players in a generated (no feeder leagues) draft class, come from HS?

I am doing a "college" style league where guys are eligible from 18-21 and want all guys to enter from HS. I have it set so all generated guys are 18, but still about half come from HS and half from COL. Because the 18 y/o are really young for COL, their stats are substantially worse than HS kids when comparing stats.

I tried editing out my "schools.txt" file and deleting all the COL choices, but they still produced COL kids, just with no COL listed.
