For the state of New York, the world_default.xml doesn't list all the five boroughs on there because its going on the notion that they are incorporated into the city of New York itself. Such as the Yankees in the Bronx and the Mets in Queens, but being labeled under New York, New York.
The exception is Brooklyn, to accommodate for the Brooklyn Dodgers for anyone who does historical. You can edit the xml or just change the name location if you want a team there.

But 100% agree, that it is strange. Usually whenever I do regional settings, such as the California or West Coast, I've yielded results from usually large, mid-size or prominent cities.
