I created a New York state league using United States Region- New York. The cities were all New York cities, but none of them were actually New York city. There was no Brooklyn, Queens or any of the burrows. I randomized and still no really big cities. I played it off that maybe I just didn't hit it enough (because I continued to do it for 10 times).

Then I created a North Carolina one and there was no Charlotte.

I am wondering why the bigger cities aren't being created when I randomize the state league. Is there a reason or is there something I'm missing?

I made each league Major League Level.
