I have a similar setup in that I don't want high school kids being drafted or in the minors so I have my major league setup to only draft college kids. I didn't roll-up a college feeder from my main league by doing the "add feeder option". What I did was create a separate league as college level. From the college league settings I set it up to feed to my major league.

The college league is setup to only allow 18-21 year olds and draft 18 year olds. I disabled finances for the league I made it so FAs couldn't come in and I'm allowing them to leave in case they don't get drafted by the major league but I haven't tested to see if that works. I also disabled trading. The draft is the closest thing to a recruiting season in OOTP. I guess if you wanted to get fancy you would setup the draft to allow the bigger schools to get preference on who they draft. The draft would also allow me to take over a college team and feel that I would have a fighting chance to improve the team instead of just depending on the players that magically get created if it was a rolled up feeder. Not being content with that setup I then decided that the 18 year olds being drafted should also have some history so I rolled up a high school feeder league by doing the "add feeder" from the college league settings. The high school feeder league is setup for 15-18 year olds.

So to summarize my setup is independent college league with a high school feeder. The college league then feeds to my major league draft. To further complicate things I created a second major league and copied the same setup all the way down and setup the major and college leagues as associations so they could have a championship series and shared draft. Oh and I have international leagues with high school feeders and an independent US league also to catch all the riff-raff that wash out. I have all my feeders play in the offseason to have year round baseball and help out with the sim times. Good times!
