you can have historical rookies enter the game the year they were rookies in 17. Two different settings. One if you want them to enter the team they started with, another for them to be in the rookie draft.
Under Game Settings> Historical you will find a box that says "Automatically Import historical rookies" . Check it and that will put them on the teams they started on, as long as you have disabled the rookie draft. you can do that at
Game Settings> Rules you'll need to be certain the box for the amateur draft is unchecked (you can only change that setting in the preseason i believe.)
If you have both import historical rookies and the draft, the players will enter the game in the draft in their rookie seasons, and are open game all the teams in the draft.
if you want to import players manually, i believe you can still do that with the import players tool on the free agents page (drop down tool on the far right). i don't know if it will work with files from 11, as 17 doesn't use Lahman's. However, the game still uses the players ID which i think is Lahman's, so that import tool possibly should work. Only way to know for certain, is to give it a test.
