I haven't seen the same in my testing, so I expect there's something going on with those specific leagues.
Please post in the bug reports forum with the league files, and we can see what combination of factors is contributing to the situation and figure out how to solve it. Other than in extremely rare cases, you should not have to intervene with AI team roster issues.
