So...I have scouting set to High accuracy..1-20 scale

however when I go to MLB top prospects a player will have 19 CON/17 POW/...............but when I go to the actual player profile, I notice tha ratings are different. is this a scouting loophole for OOTP 17?

Despite using scouting system does the top prospects report show you the actual accurate rating for players?
