I haven't done a fictional historical league yet - but am planning to start one soon. I thought there was an option in league settings to choose modifiers for a particular year, so I was planning to just change that year as the league went along to follow the actual evolution of the game.
Of course since I haven't even created my league yet I have no idea if this is accurate....
