get a program called coretemp or check in on windows resource monitor and look at the cpu load %s. (i assume resource monitor has this info)

during that time you can look and see if there is any load on each of your cores, or if it is something else causing the slowdown. if all cores are at idle levels, you know it's not he cpu being the bottleneck and if it is using more than one core as your settings dictate. if you see just one core doing something, you might be right, etc etc....
