Try this:
- Unlicense OOTP 17
- Uninstall OOTP 17
- Go to this thread an install the Hotfix patch
- Restart OOTP 17 and re-license the game
All should be good now. By the way, OOTP will ask you if you want to do a partial uninstall or a full uninstall. The partial uninstall will not remove your customized data (caps, jerseys, logos, saved games, etc.)
