I always (as in, ever since I've been playing OOTP) "assumed" that meant the engine would tweak the league totals modifiers at the end of the year if the league talent distro caused an uptick in HR or SBs so that over a number of years, the avg should stay pretty static.
To your point, on the league options screen shot that Painmantle attached later in the thread, there is another checkbox that reads "Automatically adjust league totals modifiers after each season for accuracy", with the comment below it on the next line reading intended for fictional historical leagues. I think THAT checkbox is what you described?
