On MS Windows, you uninstall programs in the System control panel -> Programs & Features -> locate the program and click on Remove.
In Steam, you locate the program in the "Library" and right-click on the program then click on "Delete local files".
All files deleted? To be sure that all works right you could restart the computer now (this will log you out of Steam).
You own the Steam version, so when you removed the game from your computer you can just click on "Install" now to install the latest version again.
