Found the answer for those interested. You must enter the following address in the add on central server list.

http://ootpmods.com/mods/ootpmods17.xml

There is a 2016 All In One Mod there. There was another file on the list that purported to be same, but it was made for OOTP 16. If your download fails, you know the other one is correct.

Hope that rambling explanation made sense.
