Seamheads & baseball reference has a lot of Negro League players in their databases. It's a lot of work, but you can sort through by years, find players that started in a given year, keep a list by year and player names & data, and whatever data you can glean from the site, then manually enter them as free agents in the years they started playing.
There are also a few books you can find that deal with stats (incomplete), teams and players from the Negro Leagues.... Amazon would be a good place to start a search ....
Again, it's a ton of work. POSSIBLY this summer or maybe version 18, there COULD be Negro League players available for the game. Earlier this spring that was a very hot (and contentious) topic. Something may be still in the working stages, but we won't know, most likely, until it is unveiled.
Sorry, but that's the best i can think of if you wanted players in the relative near future.
