To add on to this bug, I drafted a player in 1921 and he did not sign, it is now 1923 and he's still sitting in my negotiation screen.

Uploaded file and named it Minors from 1921

EDIT: Weird Update - after the 1923 draft I was able to negotiate with the player again.
