In rookie league (AZL), I have selected 5 newly-drafted pitchers to have "force role" as SP. But this is not happening.

Available actions --> Ask manager for staff: 3 of the 5 are SP (and the others are relievers).

Available actions --> Ask bench coach for staff: 2 of 5 are SP.

Just letting the manager assign people as game progresses has only 3 as SPs.
