That option is disabled when your
league gets minors. As far as I can tell, teams without minor-league affiliates still have reserve rosters (and so do unaffiliated minors), it's just that those reserves are "invisible." They're also unlimited, and there's no way that I know of to limit the size of invisible reserves.
