There's a lot of this we don't know. I have no idea how the unaffiliated teams will work. They may have their own budgets, or they could have imaginary affiliations. I think one of the worries with independent minor leagues has been that the AI for the minor league teams could mess with getting the best players to the majors, so I look forward to seeing how they handle it. The same thing goes for the multiple affiliations at the same level. OOTP is not set up to duplicate the way this really worked, which was to provide a regular source of revenue for minor league owners from selling off major league ready players to the major league teams. Jack Dunn of the 1920s minor league Orioles would keep the players around a year or so extra, fetching a premium price for his dominant stars like Lefty Grove. Take a look at how many Orioles wound up on the great Athletics teams of 1929-1931. Anyway, I'm excited about the concept, but we won't know the details and the workarounds until Friday.
I think by the time there was a Rule 5 that the teams in affiliated leagues had become affiliated, and we're certainly not going to have a Rule 5 draft in 1932.
