Don't know about expansion but here's my full list of non MLB cities under consideration for my 20 team league that I'm thinking about:
1. Las Vegas
2. Oklahoma City
3. North Carolina
4. New Jersey
5. Louisville
6. Nashville or Memphis
7. Portland
8. New Orleans
This league will also feature some glaring omissions. No team in NYC and no team in Houston.
