In my current season,2006, I had a 24 year old right handed starter pitch a complete game 1-hitter. He struck out 7 and walked 2 giving up a run.
Funny thing was it was just an emergency start as I had a bad streak with injuries. I lost 2 starting pitchers to short term injuries and my no 1 setup man to a 2 month injury which forced me to use my normally 4th starter in an extra inning game.
If it wasn't for some bad breaks he would not have had an oppurtunity to pitch this year. I had planned to review his progress after spring training next season and though he might have a shot at the 5th starter spot, if not, I was going to try and trade him. You just never know whats going to happen in baseball or OOTP.
