The actual 'arrows' have no affect but demoting players will have a negative affect on some player's morale, not all but many, and promoting often improves a player's morale.
To me they just sort of act has a pointer to someone I should take a look at. I often don't follow the advice but it can draw attention to someone that needs to go up or down (and if down maybe outright released).
