we recently added/changed a couple rules.

#1 a new owner can release 1 player for free (if the previous owner left a big bad contract, this is no longer a burden for someone new taking over)
#2 a player can only be offered an extension once he has exactly 4 or more years worth of MLB Service Time (that is to prevent exploiting of the AI)
