Basically it does exactly that. Controls the ethnicities for your players, draft included.
For example - I did a fictional Negro League once in the 20's and set the African to 1000 and the rest to zero. I always had negro players, never any other ethnicity.
The hard part is getting names right. You can create a custom name file or edit them as created (which I did because it was a small league (8 teams) and small draft (5 rnds).
