Welp, after about almost two weeks, I hadn't gotten any support for the above issue, so for 2 weeks I had a game I couldn't even start. I really am not in the business of donating money to companies (as odd as that may seem), so I was about to ask Steam for my refund. I decided to instead do the company's job for them and may have come up with a solution. Hopefully this "stays working", and, if so, hopefully it helps others who may Google for a solution because you may not get help anywhere else :

I began googling for possible solutions and saw a response to another similar problem on Windows 10 someone was having making mention that part of their solution was to go to the "Documents" folder in Windows Explorer. Then they made mention of a sub-folder in the "Documents" folder named "Out of the Park Developments" and a sub-folder within that folder called "OOTP Baseball 16". I had neither of these last 2 folders. So :

1) I uninstalled OOTP 16
2) I opened Windows Explorer and went to the "Documents" folder
3) I created the "Out of the Park Developments" folder in there.
4) Within the "Out of the Park Developments" folder I created the "OOTP Baseball 16" folder.
5) Not sure if this part was needed, but I right-clicked on the "Out of the Park Developments" folder, selected "Properties" from the menu, then selected "Security" on the resulting window. There, I just made sure my "Home Users" account and "Administrators" accounts had "Full Control" rights (set to "Allow").
6) I re-ran the install and started up the application. This time... no error... and I seem to have started my first season. We'll see if this is enough to continue without further issues.

This may have also worked if I hadn't uninstalled OOTP and just created the 2 folders and made sure they had rights and then re-started the app, so try either way, I suppose.
