I am not sure of a way to "link" that action of me copying it all over (and deleting from the C: drive) so that everything is opened and housed from my flash drive.

Are those files you listed at the top? I've never seen them, and they didn't turn up in a search.
start over if you copied the folder from c: last. fresh install to the flash drive, do not load it up.

the file is in the game's root directory. only one file, the examples are text in that file. point each to the game's root directory as well as it's data directory on the flash drive. if it doesn't exist you can make it, and the game will recognize it. make sure it is named *.ini and not *.ini.txt

now try loading it.

if the app paths and data path is set to the flash drive, and it continues to copy over to your local drive, you will need a spoofer. it's possible to recognize flash from hdd, they are different storage formats. the game may not allow this, due to portability and fear of piracy.

if you installed it to the flash from ootp16_setup.exe, or steam equivalent, then i see no reason why you would have to change these things. the game doesn't like playing with flash drives, it seems. unless i have misread something.
