I would go with at least 24; the player generation routines will try to ensure that you get enough new prospects for the top league every year regardless of the junior league size, but with a much smaller league you may have issues with the quality and diversity of the talent pool. Having a bigger junior league than your main league won't hurt (or help) the overall number of prospects, it'll just mean more low-quality players that aren't good enough for top-level hockey.
