The first $950,000 of the player's cap hit isn't charged against the team's cap amount if he's in the minors. Players on 2-way contracts have a cap hit equal to their minor league salary if they're in the minors, so that effectively means they never affect the NHL cap if they're in the AHL/ECHL (since the minor league value of the contract will never be >$950,000). But it's no longer possible to do, for example, what the Rangers did with Wade Redden - bury an NHL-caliber player in the AHL to save all of a multi-million dollar cap hit - because every dollar above 950k counts against the NHL cap.
